Enrollment in the Federal Employee Health Benefits Program is most heavily concentrated in the Washington, D.C., market and California, driving enrollment to program carriers including CareFirst, Kaiser Permanente, and Blue Shield of California.The program has more than 8 million members (employees, retirees, dependents), with heart disease, diabetes, breast cancer, cerebrovascular disease, inflammatory conditions, and respiratory conditions most prevalent and costly within FEHBP. It is available to federal employees, as well as cooperative employees paid fully or in part by non-federal funds. Excluded groups include District of Columbia employees, non-citizens, Tennessee Valley Authority employees, and contractors.
