South Carolina's exchange will see changes for 2023 with the entry of Cigna and Select Health as newer participants. Absolute Total Care, BCBS South Carolina, and Molina will continue offering plans on the exchange marketplace for 2023. However, Bright Health decided to no longer offer coverage after the end of 2022. The state requires Medicaid providers to consult a drug tracking database before prescribing opioids to prevent abuse; providers that fail to comply with the new regulation could lose Medicaid payments. Commercial enrollment growth has stagnated in the state, which can be due to many residents losing employer-provided coverage, including the impacts of COVID-19, public health emergencies, and protected coverage policies. In contrast, there has been some uptick in the Medicaid dual-eligible program's numbers.
