ProQuest Government Documents includes a large number of databases. Regardless of which database(s) you use, you should be able to:

  • Navigate the website using just a keyboard.
  • Go directly to main content areas on the page using skip links.
  • Listen to the website using a screen reader.
  • Navigate page content using headings.
  • Easily read text on the page due to high color contrast.
  • Zoom in up to 400% using browser controls without text spilling off the screen.

ProQuest Government Documents offers the largest archive of U.S. and U.K. government content for libraries with documents from today back to 1660, plus statistical reports from countries and international organizations worldwide. From legal researchers examining legislative intent to policy analysts tracking regulatory changes and scholars studying historical context, this resource transforms complex research through connected primary sources and intuitive discovery tools. While government websites frequently change or remove content, this solution maintains access to official documents.

While using ProQuest Government Documents, you may come across several types of formats and content types. To help you learn about how best to access and use this content, we’ve noted our recommendations below, along with known issues that may affect accessibility.

Full Text – PDF

Much of the full text content is available in PDF format. Many researchers prefer these PDFs because they preserve the original formatting, layout, and graphics used in their original publication. For these same reasons, PDFs can be less accessible than HTML format.

The accessibility of the original PDFs found on ProQuest Government Documents varies depending on the manufacturing process used by the original publisher. Despite having a fixed layout, most PDFs include text that can be selected, copied, and read by assistive technologies. In general, PDFs published more recently will have more accessibility features.

You may encounter some PDF full text documents that have been created from scanned images. This means text is not selectable or accessible by assistive technologies. More information is provided in the remediation section of this statement.

Video Content

A very small amount of ProQuest Congressional content is in video format, hosted externally. Captions are available for some videos, but not all. Accessibility Testing

The accessibility of ProQuest Government Documents is a continual effort at ProQuest. Accessibility standards are built into our design and style guides and included as part of requirements in our software development and quality assurance pipeline.
