Handbook encourages responsible application of modern research analysis methods
London, U.K., March 18, 2021: Clarivate Plc (NYSE:CLVT), a global leader in providing trusted information and insights to accelerate the pace of innovation, together with Russia’s Ural Federal University, yesterday presented during a virtual event the second, updated and expanded edition of its popular handbook in Russian, Handbook on Scientometrics: Science and Technology Development Indicators. The handbook is intended for researchers, research managers, university librarians and anyone interested in measuring and evaluating the development of science and technology.
The handbook was produced jointly by Clarivate and Russia’s prominent Ural Federal University and published by the Ural Federal University Press. More than 300 members of the scientific and academic community in Russia attended the event to mark its launch, where the authors presented its contents.
The Handbook on Scientometrics was written by four prominent Russian experts on scientometrics to satisfy the ever-growing interest in scientometric methods for analyzing the work of scientific and educational organizations in Russia and other CIS countries. Dr. Mark Akoev, Dr. Valentina Markusova, Dr. Olga Moskaleva and Dr. Vladimir Pislyakov each contributed their chapters on certain aspects of scientometrics; Dr. Akoev has also served as the editor of the handbook.
First published in 2014, the handbook received widespread acceptance and positive feedback from both researchers and science administrators in Russia and a number of other countries. The first edition included a preface by the late Dr. Eugene Garfield, the founder of the Institute for Scientific Information (ISI)™, which is retained in the second edition. The second edition includes new data sources and highlights new tools and approaches to the analysis of scientific activity. A special section has been added to acquaint researchers with the method of scientometric analysis by means of “profiling” citations. This method makes it possible to move from a one-dimensional assessment of scientific activity by any one indicator to a multivariate assessment. The new edition also includes an introduction and Russian translations of two global research reports from ISI – Profiles, Not Metrics and Multi-authorship and Research Analytics. Both reports are dedicated to the responsible application of modern scientometric analysis methods.
The participants of the virtual event were greeted by Oleg Utkin, Head of Russia & CIS, Clarivate, and Victor Koksharov, Chancellor of the Ural Federal University. The event was hosted by Clarivate’s Valentin Bogorov, and included presentations by the handbook’s authors, Mark Akoev, Valentina Markusova, Olga Moskaleva and Vladimir Pislyakov, David Pendlebury of ISI, and several prominent Russian science leaders, including Alexei Khokhlov, Vice President of the Russian Academy of Sciences, and Andrei Volkov, Head of the SKOLKOVO Institute for Public Strategy.
David Pendlebury, Senior Citation Analyst at the Institute for Scientific Information at Clarivate, gave a talk entitled Difficult and Often Risky: Using Citation Indicators in the Evaluation of Individual Scientists and Scholars. He stated: “Citation normalization is an art, not a science: judgement is required to decide on an appropriate classification system and level of analysis.”
Oleg Utkin, Head of Russia & CIS, Clarivate, said in his welcome address: “ Scientometrics has long ago and firmly entered the life of the scientific and educational community. Our publication will be of interest not only for novice researchers and bibliometricians, but also for experienced experts, since it sets out the foundations of scientometric knowledge in a systematic and logical form, as they have been formed over the past decades since the term itself was mentioned. For Clarivate, this project is non-profit and educational. We would like the second edition to be on the shelves of all universities, research organizations and their libraries in Russia and the CIS countries, including translations into different languages, as happened with the first edition of the book.”

Mark Akoev is the Head of the Scimetrics Lab, Ural Federal University. Mark is a member of the Association for Computing Machinery (ACM), IEEE Computer Society, the International Society for Scientometrics and Informetrics (ISSI) and EuroCRIS.
Valentina Markusova, Dr. Sc. is a senior researcher at the Russian Institute for Scientific and Technical Information (VINITI), the Russian Academy of Sciences (RAS) and a senior researcher at the Institute for Study of Science of the RAS. She is an author of more than 160 publications including articles in Russian and international scholarly journals such as Scientometrics, Research Evaluation, Research Policy and others, as well as book chapters. She is an editorial board member at Scientific and Technical Information and Science and Information and is also a reviewer of various Russian and foreign journals such as PLOS, Scientometrics and BMC Medical Research Methodology. Olga Moskaleva, Ph.D. in an advisor to the Director of Scientific Library, Saint Petersburg State University. She is also an editorial board member at Scientific Communications. Problems and Solutions, Scholarly Research and Information, Management of Science: Theory and Practice.
Vladimir Pislyakov, Ph.D. is an Assistant Library Director at the National Research University Higher School of Economics. He is an author of more than 50 publications, including articles in the Journal of the Association for Information Science and Technology, Scientometrics, Journal of Informetrics, Nauchno-technicheskaya Informatsia (Scientific and Technical Information, in Russian), Large-Scale Systems Control and other journals. Vladimir is an editorial board member for Journal of Informetrics.
