Arizona has one of the hardest hit economies in the nation, according to various indicators. As a result, commercial healthcare enrollment is down and enrollment in the state’s CHIP program has been capped. Against that backdrop, health insurance plans are doing whatever they must to keep market share, which means answering demands by recession-hit employers to cut costs in the very competitive Arizona market. Even with a tough economy, though, health plans like Health Net are introducing products and CIGNA is monitoring its stand-alone walk-in clinics. State lawmakers have enabled the sale of "mandate-lite" plans for individuals, but so far there are none for sale.
