Scott & White Health Plan has leveraged its vertical integration to keep proton pump inhibitor costs at a fraction of the national average. For the first time, Texans who have received out-of-network charges at an in-network facility will be entitled to seek mediation on those charges, known commonly as balance billing. Harris County has one of the worst uninsured rates in the nation, and a new program for small businesses could offer a glimmer of hope for reducing it.
