Managed Medicaid enrollment has grown more than 80 percent since January 2011. States hurried to expand their contracts with managed Medicaid organizations ahead of Medicaid expansion in 2014, adding population subgroups and expanding service areas. Three of the largest MCO expansions occurred in Florida, Ohio, and Texas. Meanwhile, a few states have pulled back from MCO management; among those, Connecticut and Vermont use provider-led models.
