In the face of reimbursement pressures and uncertainty, Florida's Medicare and Medicaid insurers have tweaked their offerings as part of strategies to continue enrollment growth while the state's commercial market lags amid a weak job market. Florida's Medicare HMOs have responded to tighter reimbursements and intense competition in some parts of the state by diversifying their product offerings and entering new markets. Medicaid vendors are doing the same, but the threat of payment cuts from the state limits their ability to expand further.
