Oregon is known as one of the most progressive states in the nation when it comes to innovative approaches to healthcare coverage, particularly through its publicly subsidized programs. The state was running its health insurance exchange when it first opened, but it has transitioned to a hybrid-state federal exchange, where the state operates its marketplace on the federal platform. The transition has benefited carriers participating in the exchange as consumer response has increased sharply. Employers, meanwhile, are responding to plans with increased cost controls, and consumer-driven health plans will likely continue to grow as national carriers and local MCOs broaden their plan offerings. The Medicare Advantage market in Oregon is dominated by local carriers that have parlayed their brand presence into a sizable advantage over national carriers, and the most recent open enrollment period brought few large shifts in the competitive landscape.
