New Hampshire | 2023 | Health Plan Analysis (Event Driven)

New Hampshire is operating its statewide health insurance exchange through a partnership with the federal government. After the launch of the exchange in 2014, the state saw many carriers exiting the exchange over the years (Community Health Options, Time/Assurant, Minuteman Health) with only Anthem/Elevance Health, Ambetter (Centene), and Harvard Pilgrim Health Care choosing to stay and offer plans for 2023. Premiums for plans on the exchange will be kept in check thanks to the state's reinsurance program and subsidies from the American Rescue Plan (now extended due to the Inflation Reduction Act of 2022). The state shifted Medicaid recipients off its exchange-based program and into managed Medicaid. Anthem controls the exchange and commercial sectors, while UnitedHealthcare dominates the Medicare Advantage market.
