Former North Carolina GOP Gov. Pat McCrory signed into law House Bill 372, which privatizes the state's nationally recognized Medicaid program, currently a medical home model called Community Care of North Carolina. Under the new law, four managed care organizations (AmeriHealth Caritas North Carolina, Blue Cross and Blue Shield of North Carolina, WellCare of North Carolina, and UnitedHealthcare) will offer statewide Medicaid plans. Additionally, one 'provider-led entity,' Carolina Complete Care, consisting of physicians and hospitals, will offer regional plans to Medicaid beneficiaries under a capitated system. North Carolina's exchange saw new participants in 2022 and 2023.
