The Michigan health insurance industry has been preoccupied with a legislative battle over the individual health insurance market that pits Blue Cross Blue Shield of Michigan against other health plans. An activist group called Health Care for Michigan is working to gain an amendment to the state constitution that would require universal healthcare coverage in the state. The state remains a stronghold for local health plans even though national insurers are pouring resources into building market share – one of those local plans, a for-profit Medicaid plan, is getting national attention with its focus on information technology, cost control and enrollment growth.
