Commercial enrollment outside the public health insurance exchange has dropped in Idaho for the past few years, which can be due to many residents losing employer-provided coverage, including the impacts of COVID-19, public health emergencies, and protected coverage policies. Although, employers in the state continue to move slowly toward self-insured plans, which will benefit carriers with a robust platform of such products. Meanwhile, the state-run health insurance exchange continues to see progress, as does the Medicaid market.
