Florida continues to be a hotbed of Affordable Care Act activity and an attraction for insurers who specialize in government-sponsored plans. Health plans have been developing new partnerships, such as accountable care organizations and narrow networks with independent physician organizations and integrated delivery networks, that are opening the door for tighter insurer-provider collaboration. Meanwhile, Florida's federally facilitated health insurance exchange has been setting the pace for enrollment, during the COVID-19 outbreak. The merger between Centene Corp. and WellCare Health Plans Inc. consolidated the state's largest Medicaid MCOs and gives Centene a significant Medicare Advantage carrier in the state. A push for Medicaid expansion is stalled, however. Meanwhile, Medicare Advantage remains a lucrative investment for health plans, with most insurers expanding member benefits to remain competitive.
