Commercial enrollment in Arkansas has seen a slight increase in recent cycles. Oscar had joined the Arkansas health insurance exchange in 2022 but plans to exit in 2023 because of profitability issues. Arkansas received approval for a new Medicaid program known as ARHOME for its Medicaid expansion population. This new program will not include Medicaid work requirements, which the state had previously implemented. In the commercial sector, self-insured plans will endure as the choice option for large employers, with small employers trying them as well. The state has more than 68 percent of MAPD plans with four star ratings or above. And the leading insurers are launching various virtual engagement programs for members.
